Exactly. There needs to be a public hearing but the MTA will claim it isn't required because less than 20 percent of the riders will be affected.

So does that give them permission to remove half or one-third of the city's bus stops a few at a time, claiming less than 20 percent are affected when in reality 50 percent might be affected?
