But the new surface boulevard there - 12th Ave. - carries the same number of lanes - and in some place more. Yes, I know there was a 12th Ave. under the old W. Side Hwy, but it was always congested with ocean liner-related and commercial traffic that it was not useful as a through route. Once the liners (mostly) left, there was no need for both a surface route and and elevated route. |
