AFAIK, before the birth of the X37 and 38 there was a time when no X number overlapped with a corresponding local number of the specific borough in question.

Since then, the Q65A was renumbered to Q64 and broke the "rule" in Queens too.

To this day, there is no M25, M90, M92, Q51, or B29.
