It simply could be the product of Marketing.

The term "Express Bus" as applied to a higher fare reduced number of stops, and reduced operating hours bus operation has the appearance of being faster than the usual "city buses" and definitely NOT LIKE the "usual city buses."

Applying the labels, "Suburban" or "Commuter" or "Pampered" - does not seem to work well with a set of buses that generally operate within the city limits.

The "Limited" city buses often generally operated only during the rush hours - and at least on Staten Island were the rush hour versions of regular city bus routes, for example, the S62 becomes the S92, etc.

Compared to a few decades ago currently there not are that many "rush hours only" subway train routes with separate route names.

The only problem with "Coach" is that there is/was a private bus company with that name.

Plus there's the problem even within the subways of calling a route "express" if it makes ALL stops in Manhattan (and Brooklyn) but skips stops in Queens. Or how about that period of calling the F train the "Sixth Avenue Express" while it and the K-train made all the same stops on Sixth Avenue (except 57th Street).

Then there's the whole subway map problem of defining an "express station" to mean not the phyiscal structure of that station and its nearby cousins - but the idea that the train that stops at that station skips some stops "somewhere" even if a very far distance away. Why were the #4 Bronx stations were called "express" while the same physical structure type Bronx stations on the #6 were called "local" but the #6 actually had a rush hours "express" operation? Using the subway system as a model for the bus system can bring about it own headaches.

Consistency of language, meaning, etc - is often not that easy to achieve.
