But it makes certain assumptions which may or may not be correct. If correct, DOT has a responsibility to explain in a footnote perhaps how they derived at their costs. You shouldn't state city's portion of the costs and imply that is the TOTAL cost of the project. It also doesn't explain why you do not include ongoing costs as part of your total costs. |
