Why are MTA-TA, MTA-Mabstoa, and MTA-Bus still separate?

According to the notice about job exams recently posted on the buses, there are separate exams being given for NYTA, Mabstoa, and MTA-Bus, with different filing periods and different exam dates.

Why? The applicants almost surely don't care which "agency" they work for, so why can't one test be given and the jobs assigned for all three from that one list? Are the candidates expected to apply and pay for three exams for essentially the same position?

Why can't the union(s) get together with management(s) and consolidate?
