Read again. 8 1/2 foot trucks are allowed only on qualified highways."Qualifying or access highways" are Through and Local Truck Routes, and Queens Boulevard is a Through Truck Route. "Except in a city not wholly included within one county" implies that the rest of the paragraph does not apply to New York City, where trucks are confined to designated Truck Routes and are not allowed other highways with 10 foot lanes. |
