Indeed, horse-drawn vehicles do pose some danger, as horse-drawn wagons can heavily laden. But the danger is less severe and of a different nature given the speed capabilities and sometimes the fact that there is an intelligent animal drawing the vehicle.Sometimes, though, our lawmakers do not always recognize the distinctions between motor vehicles and horse-drawn vehicles. For example, I have read some cases where a horse-drawn buggy driver, having been drinking and falling asleep at the reins, while the horse continued on its way home, the driver would be cited for driving under the influence and its severe penalties. Yet there's a difference in the degree of danger posed between a buggy being pulled by a horse that knows the way home, and to avoid obstructions, and a inanimate motor vehicle. Motor vehicles pose special dangers. |
