This was in response to a gentleman from out of state who occasionally visits to ride the Septa system.

I don't believe there are any special accommodations for out-of-towners, but you should attempt to get a SEPTA Senior Key Card on one of your trips to the Phila. area. There will always be some provision for those with cash only (by way of a vehicle farebox or fare kiosk at a station), but these would not be expected to give any senior discount.
At present, you can still use your Medicare card or PA driver's license on city or suburban transit and $1 cash on regional rail, but eventually they say on the website that only the Senior Key Card will be accepted for discounted fares.
You can apply for the Senior card at 1234 Market if you are in Center City on a weekday between 8 AM and 4 PM (on the lower level next to the streetcar [2733]). How soon the card will actually be required is uncertain, but the day is coming.
SEPTA's website says you can also contact your state legislator, but I think in your case that would be a very long shot. (If you enjoy harassing your local state legislator, give it a try, after all SEPTA is a state agency.)
