It wasn’t quite presented that way when I was in scheduling. When our traffic checkers went out on the road to count passengers, whatever headways were needed to carry the passengers in accordance with loading guidelines were what were operated. Speaking from a rapid transit viewpoint of course, if the length of trains was increased from 8 cars to 10 cars, that would mean that fewer trains would be needed to be operated to carry the same number pf passengers per 20 min period (the standard that was used at the time) and very often, the headways would be adjusted to reflect this. |
