Decreased frequency means decreased service, yes (all else being equal).However, decreased service does not necessarily mean decreased frequency, because "service" is a more general term than "frequency." If a line is changed to keep the same headways with smaller vehicles, frequency is unchanged, but service has decreased. IOW, "service" and "frequency" are not synonyms, although they are related. As a non-planner, I'm really enjoying explaining this to a supposed planner. |
