And as others stated, since no one was crossing the street, there was no reason to stop again 25 feet later at the near edge of the crosswalk.
He's talking about if it is obvious people are going to cross. Like you see them moving towards the street but they aren't in the street yet. And even then it's just a courtesy. But if the people aren't moving then there's no reason to stop and wait anywhere.
