The residents may not be engineers but that doesn't mean necessarily that if DOT calls someone an engineer they really are one.

One of my ex co-workers was a so-called DOT engineer. I once asked him how they could call you an engineer when I know you never even took a single traffic engineering course. He responded, "It means nothing. It is only an office title."

So my question is how many today in DOT carry the office tile of engineer and are not really engineers?

It used to be true that the Commisioner had to be an engineer. That is no longer the case.
