I also think that after the Grumman fiasco, the MTA was a bit gun shy about purchasing buses from what to the agency was an unknown manufacturer. Despite the fact that Grumman at the time had merged with Flxible, from whom the TA had purchased before, the Grummans proved to be a disaster so the MTA opted to stay with RTS which was part of GM and would only purchase buses from other manufacturers only after extensive testing of demos.
