why were the MCI Classics never ordered for NYC regular service

if this is a repeat question im sorry.
I've always wondered why NYC never bought the MCI classic for local or express service. I read in a newspaper article back in 1987 the only reason the city didn't was because they were already buying the TMC RTS model and din't want to compete with a order.
I know these buses were ordered for Command,Jamaica(both local and express),Triboro,Queens Surface,Green(also some for local with 2 door),New York Bus Service and Liberty Lines. Why wasn't NYC in the order too?
NYC was short buses and these could have been successful.
