Yes, discussed here before.

Here are the hidden reasons that have been argued, and I agree with most:

-So Staten Island can't complain about being the only borough without SBS

-So federal funds for so-called SBS can be collected by MTA

-Because the vast majority of the S79 only runs in areas where there is also local service (even if differing routes) so the MTA does not need to add service and no neighborhoods are being left out in the cold, at least in MTA's mind.

-So motorists can be "punished" for being motorists and restricted in road space on Hylan, and also ticketed for using the bus lanes (this is probably the most debatable)
