One hour counts are needed for a proposal in effect for one hour and much more data is needed for a proposal in effect 24/7. I am not going to insist you need 24 hour counts because 21 hour counts would probably be just as good.

Your education in transportation planning Wickipedia never covered the concept of Design Hourly volume? Roadways are typically designed to accommodate traffic volumes during the 30th highest hour of the year, which is usually equivalent to an average weekday evening peak hour somewhere between 4:00 and 6:00. Roadways are not generally designed to shape-shift throughout the day as volumes fluctuate, unless there's an extreme case like a highly directional peak that warrants a reversible lane.

No need to settle for 21 hour counts. Counts for Woodhaven are readily available for a 120 to 144 hour period.
