How do you know this?

A UPS truck nearly ran me over, while I was crossing 41st Ave, in a crosswalk and with the light. I had a discussion with the driver as a result. That was the driver's assigned route.

I've seen other UPS trucks making the same illegal turn at this intersection.

There are only two possibilities for how the driver was going north on Kissena at this intersection.

First, he turned right onto Kissena while going west on Sanford Ave (2 blocks before). The legal way would have been continue on Sanford for one block and turn right onto Main St and then turn right onto 41st Ave. However, that would have lengthened the route.

Second, he was heading north on Kissena before he reached Sanford Ave. This is the more likely scenario. The legal way would have been to turn left onto Sanford, right onto Main St and right onto 41st Ave. However, this would have violated the software's no left turn criterion.

I don't know whether turn restrictions are available in computer format. One-way street directions, street width, height restrictions, parking regulations and traffic light locations are. If they aren't, it's a major omission.

The services that make money from selling routing software should pay for including such information in open databases. It's possible that I'll be seeing the person in charge of NYCDOT's open database program within the next couple of months. I'll try to remember to ask her whether such information is available.
