City subsidies to the PBLs did not start till the mid-70s at the earliest. The franchises were awarded to PBLs to give those firms chance to make bigger profits and thus increase their franchise tax payments to NYC. The director of NYC's Bureau of Franchises in those days, Morris Tarshis, was a big proponent of awarding express routes to the PBLs because he didn't like NYCTA. When the franchise for the Bayside/Whitestone Express route was awarded to Queens Transit around 1969, I recall that NYCTA bid for it but was lost out to QT, with Tarshis's blessing. QT was allowed to charge 85 cents for this route (basic transit fare was then 20 cents) while NYCTA proposed a 95 cent fare.
