Not all the new riders are paying nothing. Something like 85% of the new riders will pay the fare at the subway. It just moves the collection point. It makes complete sense. Whether or not it makes complete financial sense depends on many things, such as how many new riders it will attract, and if the proportion will remain at 85/15. |
