Indeed, it is not a technical restraint, but rather a policy restraint. When the MetroCard system was introduced several years ago, a policy decision was made to not allow free cash fare transfers between buses and subway trains in order to promote the acquisition and use of MetroCards. Arguably, that goal has been met, and it likely would not be undone were free cash fare transfers to be allowed between buses and subway trains today. But I would not expect MTA policy makers to review this issue today absent any political pushing. |
