I stand corrected on the retanking, but the first 84 MCIs were ordered in September 2013, so NJT knew they were coming. Retanking those buses still doesn't make sense because of the severely limited market for them... who is going to buy a 16-year-old CNG motorcoach, who can also fuel it? If someone wants a coach for a motorhome, why would they buy a CNG that they'll likely have to repower and retank to diesel? They would just pass on these and find a used diesel coach. And how does NJT recover the cost of those tanks if they end up going to a recycler, who will bid at the bottom of the scale?

If NJT needed interim coaches, they could have done the same thing they did before - rent buses from MCI (the "original" 7101-7120 MCIs). As tight as their finances are, retanking those CNGs seems like an unnecessary use of scarce funds.
