Furnish and Deliver 231 Low Floor 60-Foot Articulated Diesel Buses

The New York City Transit Authority (the "Authority" or “NYCTA”), a public benefit corporation organized under the Public Authorities Law of the State of New York, which for purposes hereof shall be deemed to include the Manhattan and Bronx Surface Transit Operating Authority and the Staten Island Rapid Transit Operating is requesting proposals from bus manufacturers to furnish and deliver two hundred thirty-one (231} low floor 60-foot articulated diesel buses ("the Base Contract") and up to three hundred (300) additional buses (“the Option”) in accordance with the Contract Documents including the Technical Specifications.

The Authority seeks proposals based upon the work, the Terms and Conditions and the Technical Specifications set forth in the RFP. The Authority also encourages alternative proposals which address its requirements with respect to the work and which offer proposed benefits and advantages to NYCTA through enhancements, reductions and/or changes to the Terms and Conditions and the Technical Specifications.

The Authority requires the Proposers to successfully complete the required structural qualification and all other qualification activities in accordance with the New Bus Testing Program. Proposals will only be considered from those manufacturers offering a bus already tested and approved by NYCTA or from manufacturers who can demonstrate that they have the ability to qualify their proposed bus in time to support the delivery schedule outlined in the Terms and Conditions.

NYCTA will consider the following factors, which are listed in descending order of importance, in
evaluating proposals:

1). Overall Project Cost- including, in addition to pricing, such matters as payment terms, net cost savings and or additions regarding proposed changes to the Contract Terms and Conditions and the Technical Specifications

2). New York State Content

3). Overall Quality of Proposer and Product

4). Other Relevant Matters. These Selection Criteria are further described in the solicitation documents.

Notwithstanding its relative ranking based on the Evaluation Criteria, the Proposer must demonstrate to the satisfaction of NYCT that it is in all respects a responsible party, i.e., that it has the integrity, skill and experience to faithfully perform the Contract, and the necessary facilities and financial resources to do the Work in accordance with the Contract Documents.

Note: 231 artic bus base order is already funded in 2010-2014 MTA Capital Program. The option order has not yet funded, pending approval for 2015-2019 MTA Capital Program

Likely a split order again due to the accelerating Orion V bus retirement and New Flyer D60HF issues.

The award for the base order is expected around December 2015.
