Transit spec'd the bus so much that MCI wasn't prepared to bid the original order and didn't, so the only player was DesignLine. I'm thinking they could have had a corrupt little "arrangement" with DL to spec the bus so much no one else would bid, or that could just be Transit being Transit. Then when DL went bankrupt and NJT ordered MCIs as an additional order and a replacement order for the rest of the DL order that never came the feds wouldn't let Transit get rid of the DLs. The plan was to return the DLs to MCI and be given new MCIs in exchange but the feds wouldn't allow it and they funded this order so it's their call. |
