Actually, I just noticed there was more information:"The manufacturer who chose not to submit a proposal stated that the approved equal process would take too much time and they declined to participate in that process. Staff did encourage the manufacturer to participate in the process and made every effort to show flexibility in acceptance of different styles and parts to ensure full and open competition, but the manufacturer still declined to participate." |
