If these figures changed by four percentage points such that motorists were solely responsible in 49% of cases, motorists and pedestrians were each partially responsible in 17% of cases, and pedestrians were solely responsible in 34% of cases, that still means that motorists were solely responsible in almost half of cases (rather than slightly over half) and were either solely or partially responsible in 67% of cases (two-thirds). So that wouldn't change the overall picture much at all.
