Another thought that came to mind is the fact that Roosevelt Island will be overrun with buses!

There's only one main street (aptly called Main Street), and it's not very wide, especially where it carries two-way traffic.

Q39 buses run every 5 minutes in the morning peak, 7.5 minutes in the evening peak.

When the Q102 operates nowadays, there's usually two buses max on the island. The schedule calls for 34 minutes on the island, and buses are scheduled every 30 minutes. Can you imagine if the Q102 ran as frequently as the Q39, with the latter's tendency for bus bunching? There'd be more buses on Main Street than any other type of vehicle! I would understand if, say, every third bus, or every other bus would go to the island during peak periods, but every bus would not happen!
