The bus route changes are not long term proposals.

Yes it was done in consultation with the MTA. That does not mean that the MTA agrees with any of the bus route changes. It just means the MTA was consulted and were informed befrehand what the proposals would be. In fact they probably disagree with all of them because they didn't make these proposals, because they are that arrogant.

Notice the study is marked "draft". That's what other agencies do when making proposals to the MTA. In the Final Report, if one is ever released, anything objectionable to the MTA will be removed. That is the problem with DCP, they probably will not take on the MTA or try to get support for these proposals. It will be up to the communities and local elected officials to fight for them. The MTA will not easily agree because they resent anyone else doing bus route planning and publicly stated that they do their own planning, meaning they do not have to listen to recommendations from other agencies.

Between 2003 and 2006 the NY Metropolitan Transportation Council (NYMTC) did a massive $6 million comprehensive transportation study in southern Brooklyn and presented numerous bus routing changes in its draft proposal. The MTA rejected all of them, and the final report only included some minor road changes, truck routes and proposals bike lanes, but no mass transit improvements, not even any long range ones like subway extensions, because the MTA objected.. They also concluded that new ferry services could not support themselves and weren't viable.

NYMTC was supposed to perform other mass transit studies in other parts of the city. That never happened because the MTA is represented on NYMTC's board.
