The problem in this matter as the MTA is a public angency while NICE is run by a company.

While the driver in this case probably should be serverly suspended, if not probably fired. The MTA would be firing the driver, not only for the offence, but because it needs the publics trust and that it cares about their riders and that they wouldn't put them at risk. While Veolia needs to do the latter as well, they can't just go around firing people because it would not only cause high turn over where runs may go missing, but there is also the effect such firings for even minor offences could cause on morale of the other drivers and also on recuritment. I mean I doubt there are many people who would want to work for a company that would fire you over one little mistake. I mean if a person was concertrating to hard on not making a mistake then they may end up making a mistake.
