hybrids aren't the money savers they thought they would be.

Do you have any CDTA information showing this?

Theoretically, hybrid buses would have a lower day-to-day operating cost than diesels due to greater fuel efficiency. Supposedly there are also certain maintenance costs such as brakes which tend to be lower on hybrids. The downside with hybrids is the higher initial purchase cost and the high cost when the batteries need to be replaced. I wonder if CDTA has reached the point that they are now incurring some of those expenses.
