I was working as a dispatcher in the Bus Command Center when this change happened to NYCT. Unbeliveably but reason Authority was dropped believe it or not was that the big shots at Livingston Plaza and Madison Ave came to the conclusion that "we are not an authority".We do a service to our customers no longer called passengers, as we are supposed to so it does require an authority. This lead to I remember the memo saying the name changes to New York City Bus and subway for what used to be rapid transit and surface transit. Which lead all to believe what we always knew. The people in charge were no authority.
