The demand just isn't there for more frequent service, nor is the money to operate it. City residents are used to being able to just go out the door and expect to catch a bus or train right away, but rural and even suburban lifestyles are very different. Many elderly or other dependent folks know that they will have to wait for a family member or friend to take them out to do their shopping and errands at the other person's convenience, so the concept of a bus route that runs only a few times a month isn't really much different.

The flip side to these rural operations is that the passengers are likely getting a much more personal riding experience. If the ATA driver is a regular then he or she probably knows their regulars and pays attention to them. If the driver drops Mrs. Smith off at the Wal-Mart and she isn't waiting at the stop when the bus comes back, they may well wait for her or even go in to see if she's coming. Any regular TA bus is just going to leave without you.
