Especially the MTA manager's. Maybe they can implement the same screwy rules: The average time per bus is 18 minutes for a standard 40-foot bus and 20 minutes for a 60-foot bus with an articulated midsection. 2 MINUTES MORE to do 20-foot more of a bus??
