ATA is a bit of a hybrid agency, in that most of their services are dial-a-ride or flex route with fixed routes typically using smaller buses. This particular service is a commuter run between Clearfield County and Penn State.

FWIW, that bus could very well be one of the old FREX buses which ran between Colorado Springs and Denver until that service lost funding a couple years ago. A few Pennsylvania systems bought ex-FREX buses (it may have been part of a PennDOT contract, but I'm not sure): Rabbit Transit in York, Lebanon Transit and New Castle Area Transit are the systems that I believe bought those buses (I'm definitely sure about Rabbit Transit).
