Partially true. It was marketed to some extent by NYCDOT and NYCTA, both of which were looking for any opportunities to get passengers to and from a grossly-underutilized subway station at 21st Street. Remember the proposals to divert all the Queens express bus routes to 21st Street as well, and withdraw them completely from Manhattan streets. But when bus routes are implemented not because the bus route makes sense, but for justifying government failures, the results should be no surprise. |
