NJT doesn't need an eval period, that would just confuse them since they make up their mind long before the first bus is built. Then, usually, they'll get two prototypes which they will keep but make changes to, as well as changing the order. They also have a habit of buying buses from manufacturers who subsequently go belly up. The best cruiser type buses they've bought were the D4000/4500's. The best transit buses were the Nova's. But, as when they bought NYC's Flxibles, "anything can be repaired". This way they never have to admit the bought junk because they didn't do a proper prepurchase eval.
