I don't think Orion could have just assigned the contract to anyone they chose without the approval of the MTA. A contract is a contract - the MTA had a signed agreement to purchase 74 buses from Orion and I'm pretty certain they would have had the right to exit the contract had Orion tried to assign it to a builder who has not been approved through the authority's bus qualification program. |
