They are paid to drive the bus. However NYC may be on of the few cities that makes next to no effort to do spot checks with two or three inspectors checking tickets and issuing summonses for $100 to the vermin who pull this garbage. Even in Paris, where there is a single fare, from time to time there is a police presence checking tickets on the buses and on the metro. Maybe some will think twice, maybe. |
