The QM3 serves places in NE Queens that are much farther out in addition to being subsidized by NYC as it is under MTA Bus. The X51 bus' trend is that as there were and are fewer white people in Flushing (specifically that area where the X51 ran), the more the ridership declined. When the X51 started, there were not nearly as many Asians in Flushing as there are today and Flushing was mostly white/middle or working class. Keep in mind, the heavier QM3 stops and a lot of the ridership tends to be the more east you go on that line. The X51 primarily serviced areas relatively close to Downtown Flushing compared to the QM3. The QM3, on the other hand, gets very close to the Nassau border and the farther from the Subway you go, the more ridership potential there is. Also the Asian population has their own vans that run to Manhattan which also produced an effect on the X51's ridership as the Asian population in Flushing grew and is still growing.
