The MTA Board, that presently manages the service, does not require its members to be bus riders. But it would be poor management policy to have employees of the entity overseeing its performance, regardless of the operation being MTA or Veolia, because of the inherent conflict of interest.

It is most important that the members act as agents of the county's taxpayers and voters, something that the MTA operation could not offer. The MTA has been more interested in their own internal operations and politics that the interests of the county were oftentimes lost. Moreover, the consolidated accounting practices of the MTA, along with its sharing of tangible and intangible resources across the division lines between its various subsidiaries and affiliates, leaves wide open the question of where the money goes.

Contrary to the assertions of some of those at this hearing, the TSTC, and the unions, the issue of levels of service and fare rates has nothing to do with whether the service is operated by MTA or Veolia. In the past the MTA pretty much did as it pleased, but fortunately under the new arrangement, the county appears to be taking stronger control over the system with Veolia.

Keeping the oversight out of the hands of the MTA and in the hands of locality is best.
