Well in extreme cases that should be allowed. When rush hour rail riders have 4 fare increases in 6 months, something is clearly wrong.In WMATA's case, once you start taking from the capital budget to pay for operating expenses, things can go downhill REALLY quickly. I wouldn't be surprised if they already did that in past years, and, well, you know what's happening. |
