Yes and no...it kind of saves on the engineering costs as well as the cost (in employee time) of going through the bidding process with RFPs and such like that. Plus, buying buses in such large bulk could likely reduce the price-per-bus as well.

Additionally, with buying buses in per-year batches, can't they make minor modifications to fit their needs (such as CAT vs ISLs, although that was kind of forced upon them).

But now, I'm surprised to learn that the payment isn't awarded after each batch of buses is delivered! That will definitely be a headache at the end of the 6 year contract period.
