Probably not. “But the point isn’t how many people,” Mr. Rosen said. “It’s the fact that it’s unfair and no one should have to suffer like this.” No, that actually IS the point. The cuts were designed to affect the least amount of people yet save the most money. So if very few people having to pay 2 fares means saving NYCT a lot of money, then it was a valid decision.
