If everybody drove the same speed, there would be less accidents. If you're cruising along doing 65, and come around a blind curve with a guy doing 45 in front of you, then you can be in trouble if there are cars next to you. Nowhere for you to go. In any case, the bottom line is that the Henry Hudson Parkway was not designed for high speeds. The NY Thruway north of the Bronx/Yonkers border is, as well as most interstates in New Jersey and Connecticut. Most "parkways" are too narrow and too curvey for high speeds.
