Because the New Flyer was suppose to be retired. Originally RIOC ordered 8 Orion 07.501 Hybrids but only took delivery of 4. Probably a financially-related decision. So they still needed 3 to make score and for a spare factor. So they kept the 3 best ones: #1, 3 and 8. Bus #8 is used more as a spare parts bus, it hasn't seen service in quite some time and Bus #1 and 3 alternate.

They need 5 Buses to make score, 4 buses running the regular RIOC Loop and 1 Bus on the Octagon Loop. Now RIOC just ordered an Orion 07.501 Next Generation so when that bus comes in, it'll be an all Orion. However with the upcoming Tram replacement, I don't think those two New Flyers will be going anywhere anytime soon. They'll need all the buses they have to run the RIOC loop service on the island as well as Buses going to and from Manhattan.
