Yes they are - the pre-tax benefits program. That's the reward.

And somehow, I see the card issuers saying that hose small transactions wouldn't qualify for their existing programs.

What other transactions don't count??? I made small transactions all the time! They all count. And MC/VISA/AMEX still collects transaction fees.
