That's a decision by the operator, not the manufacturer. If the operator buys a roof-level filling system, then that's where they need the tanks, regardless of the bus manufacturer. Flxible also offered ground- or roof-level CNG tanks, and NJT's CNG MCIs have their tanks in the rearmost luggage compartment.
