It is in Flatbush territory. How do you know it was simply running without passengers on FLAT routes to check clearances? Maybe it went back home afterwards. You didn't see it in the depot or actual service. How can it be assigned to FLAT if there aren't any lifts to accomodate itin the depot itself? This is the equivalent of people saying R160's are running on the F when they are doing test runs only so they are not really running on the F since no passengers are aboard.
