Did Troy Division even have NABI's in the first place. Doesn't Troy Division use cutaways on some of their lightly used routes, I mean the route assignments are on their rollsigns. I know they had LFS's and they made sense in Troy Division, but I never recall seeing NABI's there given that they're a mainstay on several Albany Division routes (3, 4, 6, 9).

As for complaints, I'm sure they're going in now but I see nothing that binds CDTA (or any other transit authority) from notifying riders of equipment changes/redistrubution in advance. If there was you'd have seen riots years ago in many other cities. The inevitable Times-Union complaint letter awaits, in a town where people write in regarding how a TV station is hurting itself anything is possible.
