First of all the law is that MTA must have a balanced budget. It's the politicians who created the MTA, they hire the people to run it, so they have to go back to the politicians for more funding. It's a numbers game. The politicians don't want to suffer the ire of their constituents due to service cutbacks. They threatened express bus cutbacks in 1995 and worked it out. The X51 ridership was very vocal, I was at Queens Boro Hall at the public hearings. Second, as a regular poster you should be aware of this, express buses have much higher overhead than local routes. There is no turnover of passengers and new revenue coming in throughout the course of the trip and express buses have very high peak commuter traffic with not much off peak. With that, the buses are full coming in the AM, empty going back to the depot, empty coming in the afternoon and full going home. You can't park all of them in Manhattan during the day.
